The cooperative movement in India has played a significant role in the country's socio-economic development by promoting the principles of mutual assistance, democratic governance and collective ownership. Cooperatives have been instrumental in improving rural livelihoods, strengthening agricultural and financial systems, generating employment and fostering inclusive growth. The Government of India's sustained focus on revitalising the cooperative sector, particularly after the establishment of the Ministry of Cooperation in 2021, reflects its commitment to building a stronger and more vibrant cooperative ecosystem under the vision of "Sahakar Se Samriddhi."
The Non-Profit Organisation (NPO) sector has also emerged as an important partner in the nation's development process. Through its work in areas such as education, healthcare, rural development, women and child welfare, environmental conservation, skill development and social inclusion, the sector complements government efforts and contributes significantly towards achieving the Sustainable Development Goals (SDGs) and the vision of Viksit Bharat.
Recognising the increasing importance of these two sectors and the need for greater professional support in areas of governance, financial management, compliance and accountability, the Council of The Institute of Cost Accountants of India, at its 366th Meeting held in 2026, expanded the mandate of the Cooperative Development Board (CDB) to include the Non-Profit Organisation sector. Consequently, the Board was renamed the Cooperative and NPO Development Board (CNDB).
The Institute of Cost Accountants of India (ICMAI), established under the Cost Accountants Act, 1959, has consistently contributed to the country's economic development by promoting professional excellence in cost and management accounting, finance, audit, taxation and business advisory services. Through its members, the Institute supports organisations across diverse sectors by encouraging sound financial management, transparency, accountability and efficient utilisation of resources.
The Cooperative and NPO Development Board has been constituted to support the growth and professional development of the cooperative and NPO sectors. The Board undertakes research studies, capacity-building programmes, policy advocacy, publications, stakeholder engagement and knowledge-sharing initiatives aimed at strengthening governance, improving financial discipline, promoting regulatory compliance and encouraging the adoption of best management practices.
The Board collaborates with Central and State Governments, regulatory bodies, cooperative institutions, federations, development organisations, NPOs, academic institutions and other stakeholders to promote professional excellence and institutional capacity. It also seeks to expand the contribution of Cost and Management Accountants by creating opportunities for their expertise in areas such as governance, cost management, financial reporting, assurance, advisory and capacity building.
With its expanded mandate, the Cooperative and NPO Development Board remains committed to strengthening institutions that work for economic and social development. By promoting professionalism, transparency and sustainable management practices, the Board aims to contribute meaningfully to the growth of the cooperative and NPO sectors and to the broader objective of building a resilient and inclusive India.
